Job Description:

The Senior Specialist, Subcontracts plays a key role in ensuring compliance to internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution, and subcontract closeout

The Senior Specialist, Subcontracts is the main point of contact between suppliers and program teams and provides all contractual direction

Essential Functions:

• Manage supplier performance in the areas of technical scope, schedule, and cost and generate scorecards

• Apply expertise in managing complex, single and sole sourced, required for purchases or development subcontracts

• Support Small Business Initiatives and CPSR Compliance requirements

• Follow strategic direction set by program and functional leadership. • Supply market analysis, solicitations, fact-finding & source selection. • Manage and report subcontract status to Senior Manager, Subcontracts and leadership teams

• Execute the purchase order process: Perform price analysis, develop negotiation strategies, and lead negotiations

• Negotiate Terms and Conditions

• Motivated self-starter well versed in the Purchasing and Subcontract Process Flow

• Experience executing and managing multiple contract types

• Able to communicate effectively with a wide array of professional levels and functions

• Demonstrated ability to manage subcontracts in support of government programs

• Working knowledge of FAR/DFARs.

• Advanced Analytical and Problem-Solving Skills.

• Strong interpersonal skills.

• Excellent written and verbal communication skills.

• Good organizational and detail-oriented skills.

• Ability to work independently or as a team.

• Practical knowledge of project management.

• Coordinate with multi-function teams to generate Statements of Work

• This individual will manage projects designed to improve organizational efficiency, motivate, and improve professional skills required in our business environment

• The position is expected to use a defined set of metrics to measure performance to ensure accountability and facilitate problem resolution

• Travel to suppliers and company business units, working extended hours, as required

Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. GraduateDegree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
  • 4 years or more experience as a Subcontract Manager (SCM) or Procurement Manager in a DoD environment.
  • 4 years or more experience with DoD Purchasing Policies & Procedures
  • 4 years or more experience in managing strategic teams.
  • Must be a United States Citizen.
  • Ability to obtain and maintain an active security clearance (when/if required)
  • Extensive knowledge of Supply Chain Subcontract Management (Federal Regulations – FAR/DFARS/TINA)

Preferred Additional Skills:

  • Advanced Excel, Word, and PowerPoint skills
  • Working experience with Costpoint and/or SAP related tools
  • Demonstrated leadership of cross-functional teams

In compliance with pay transparency requirements, the salary range for this role is $83,000MIN - $154,000MAX. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
