Job Description:
L3Harris’ Communication Systems segment is currently seeking a Director, FMS Contracts. This position will be based in Rochester, NY. This role must be a subject matter expert in all aspects of US Government Contracting, including Foreign Military Sales and be responsible for managing a large volume of high-dollar pursuits and FMS cases for multiple agencies in multiple geographic regions.
Essential Functions:
- Acts as the primary Foreign Military Sales (FMS) expert within four diverse business Sectors; establishes and enforces standards, key metrics, policy, best practices, and guidelines for a portfolio in excess of $1 Billion
- Advises senior L3Harris leaders on business, contractual, and risk mitigation strategies primarily relating to FMS; includes Commercial and CAS covered US Government contracts, subcontracts to FMS prime contractors, Foreign Military Financing, and related transactions
- Leads and develops a multi-site team of Contracts professionals engaged in all aspects of the acquisition process and spanning the complete acquisition lifecycle
- Oversees cross-functional proposal and negotiation teams at multiple locations pursuing major contracts and programs of record
- Accountable for compliance with government acquisition and export control regulations
- Represents the company in exchanges with senior customer executives; coordinates strategy and regularly briefs L3Harris executives spanning multiple business units and locations
- Works in partnership with Legal department leadership to provide guidance and direction from a Contracts perspective on legal issues, intellectual property defense, disputes, claims, protests, and lawsuits
- Serves as the operational-level approver for the contractual, financial, and business aspects of proposals, contracts, agreements and business unit operational initiatives
- Offers expert-level analysis and review of proposed business terms, costs, risks and opportunities during cost and price reviews
- Reviews and approves agreements such as Teaming, Non-Disclosure, Licensing, and other legal documents
- Partners with cross-functional departmental leaders from the earliest stages of product development to define, defend, and implement Commercial Item positions internally, to upper-tier primes, and directly to the US Government
Qualifications:
- Bachelor’s Degree with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
Preferred Additional Skills:
- Demonstrated experience in managing a team and serving as a departmental leader preferred
- Must be a self-starter capable of high-level independent work with strong organizational and computer skills
- Comfortable with international travel and direct support of in-country pursuits
- Fluency in one or more written and spoken languages in addition to English
- Certified Federal Contract Manager by National Contract Management Association
In compliance with pay transparency requirements, the salary range for this role in Colorado, Hawaii, Illinois, Maryland, Minnesota, Vermont, Washington State and New York State is $133,000 - $247,000. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area and New York City, the salary range for this role is $153,500 - $284,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
