Job Description:
The ALIAS Deputy Program Manager drives program execution in order to achieve key customer program performance requirements and company business objectives for orders, revenue recognition, operating income, and free cash flow. Responsible for the cost, schedule, technical, risk, and change management performance of the program. Participates in the negotiation of contract and contract changes. Leads and/or assists in the coordination and preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of contract.
Acts as a customer contact for program activities, supporting program review sessions with customer to discuss cost, schedule, and technical performance, via earned value management. Works with site management and customers to establish strategic priorities, advance capabilities and grow product line. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocating resources or changing contractual specifications. Helps establish design concepts, criteria and engineering efforts for product research, development, integration and test.
Assists in directing the work of employees assigned to the program from technical, manufacturing and administrative areas. Works with functional management to assure appropriate staffing levels, resource skills and provides individual performance inputs.
Identifies new program opportunities. Works with customers and Business Development to prepare proposals including accomplishing management and technical writing responses, gathering assumptions and stipulations, building quality basis of estimates, supporting pricing activities, preparing and presenting company Gate reviews, and assisting with Contractual proposal submittals. The ALIAS Deputy PM drives program excellence and fosters continual improvement.
Essential Functions:
- Project Finance (analysis, performance baselines and monitoring, forecasting, invoicing, earned value management)
- Technical Aptitude (development lifecycle, design reviews, trade studies, FAA compliancy, aviation operations, deliverables)
- Program Processes (scheduling, risk and change management, program directives/policies, AS9100/GFR governance, PMBOK/Agile)
- Communication (working across multiple levels within the company and direct customer interface)
- MS Office Product Suite (MS Excel, MS Project)
- Subject matter expert with comprehensive knowledge of job area and in-depth knowledge of project management.
- Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction.
- Communicates within and outside of the organization to explain and influence changes to practices, processes and approaches.
- Makes significant improvements in processes, systems, or products.
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- Active Secret security clearance with the ability to obtain a Top Secret clearance.
Preferred Additional Skills:
- Active Top Secret security clearance
- Familiarity with ProPricer
- PMI qualification
- Control Account Manager (CAM) or Deputy PM experience
- Management of DoD contracts
