Job Description:  The Program Management Excellence (PMX) organization within the Integrated Mission Systems (IMS) Segment is seeking an experienced PMX lead to drive segment program EVM performance and compliance excellence. This position is the tactical leader for Internal and Joint Surveillance Reviews, EVM data and metric analysis, understanding EVM compliance and training, and managing relationships with the Defense Contract Management Agency (DCMA).

The successful candidate will possess DoD Earned Value Management System Interpretation Guidelines (EVMSIG) knowledge to provide guidance on compliant EVM processes, tools, best practices, and EVM analysis and compliance.  This candidate will serve as the EVM Compliance expert responsible for oversight and conducting successful Joint and Internal Surveillance Reviews (JSR/ISR), including ISR and JSR EVM compliance preparation and readiness. It requires the ability to drive/direct a program team toward compliant EVM business practices utilizing standard processes in alignment with government EVM requirements (EVMSIG) and L3Harris EVM policies/procedures. Responsible to assess, analyze, and interpret DCMA EVMS Compliance Metrics (DECM). This position requires tactical and strategic vision and to ensure the overall EVM health and compliance of the IMS segment. The candidate must be an analytical and self-directed thinker with the capability to provide solutions to complex EVM process and compliance challenges. Must have the ability to work independently and objectively to assess EVM performance data for a diverse variety of program types to establish and implement corrective action plans and mitigating actions that will ensure long-term EVM compliance success.

Essential Functions:

  • Ensure the overall EVM compliance and health of IMS Segment programs
  • Must be extremely analytical and able to assess and interpret large amount of EVM data, metrics, and trends
  • Develop and maintain a partnership with DCMA and IC audit groups
  • Ensure Joint Surveillance Review (JSR) readiness for EVM programs
  • Assess annual risk factors and oversee development of System Surveillance Plan (SSP)
  • Collaborate with government customers DCMA/DCAA/IC to alleviate Earned Value Management System (EVMS) risk
  • Assessment of surveillance and audit readiness
  • Internal and joint surveillance administration (organization, logistics, implementation)
  • Issuing internal Corrective Action Responses (iCARs) based on EVMS and DoD Earned Value Management Interpretation Guidelines (EVMSIG) requirements
  • Management, oversight, and approval of iCAR closure process
  • Review and approve Corrective Action Plan (CAP) development
  • EVM training material development and updates
  • Assist programs with data assessments in preparation for Internal Surveillance Reviews (ISR)
  • Support programs with data artifact preparation and submittal, perform mock interviews, and assist with preparations for Joint Surveillance Reviews
  • Continuous development and improvement of overall EVM processes
  • Familiar with latest versions of the DoD EVMSIG and NDIA EIA-748
  • Ability to Travel - up to 20%

Qualifications: 

  • Bachelor's Degree with a minimum of 6 years of prior related or Graduate degree with a minimum of 4 years of years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience
  • 6+ of Program Management experience including experience with Development, Integration, Production and Sustainment programs
  • Ability to obtain Department of Defense (DoD) Top Secret Clearance

Preferred Additional Skills:

  • 10 years of Earned Value Management program execution and compliance experience
  • Experience parnering with the Defense Contract Management Agency
  • Knowledge of DoD Earned Value Management System Interpretation Guidelines (EVMSIG)
  • Experience and understanding of the DCMA EVMS Compliance Metrics (DECM)
  • Prior Control Account Manager and Integrated Product Team Lead experience
  • DCMA EVMS Compliance Metrics (DECM)
  • Department of Defense (DoD) Top Secret Clearance
  • Demonstrated ability to work cross-functionally, across geographically-disbursed teams
