Job Description:
- The SR Manager, Subcontracts position leads and directs experienced exempt and non-exempt contributors on the Military Avionics Subcontracts Team. The acquisition value stream includes requirements definition, sourcing, negotiation and definitization, acceptance and subcontract close-out. The successful Leader:
- Communicates within and outside of organization to explain and influence changes to policies, practices, or approaches
- Makes significant improvements in processes, systems, or products
- Establishes short-term operational plans with measurable contribution to function or business area results
- Requires management and leadership knowledge in job area and comprehensive knowledge within professional discipline
- Ensures Customer objectives are achieved including on-time delivery, exceptional quality, and affordability
Essential Functions:
- Define and manage strategic agreements for growing business area
- Develop growth strategy for function in alignment with business objectives.
- Provide subject matter consult for all subcontracting matters
- Communicate effectively with a wide array of professional levels and functions
- Manage program budgets and explain variances in monthly performance
- Navigate FAR regulations and internal procedures for compliance
- Implement strategies to increase productivity and drive cost savings.
Qualifications:
- Bachelor’s degree in Business, Supply Chain, Finance or Engineering with minimum of 15 years of relevant experience negotiating and contracting with suppliers for hardware and development programs including FFP, FPIF, T&M, Cost Reimbursement, IDIQ, Master Terms Agreement (MTA), FAR/DFAR regulations.
- Graduate Degree in Business, Supply Chain, Finance or Engineering with minimum of 13 years of relevant experience negotiating and contracting with suppliers for hardware and development programs including FFP, FPIF, T&M, Cost Reimbursement, IDIQ, Master Terms Agreement (MTA), FAR/DFAR regulations
- Deep technical experience in performing RFP, cost and price analyses, source selection justification and contracting / terms and conditions.
- Experience or understanding of Earned Value Management (EVMS) principles and Risk Identification and Management.
Preferred Additional Skills:
- MBA or graduate degree in related field.
- Exceptional communication skills (written and verbal) to all levels of the organization.
- Strong business acumen balanced with technical aptitude.
- Highly self-motivated with ability to drive positive change by team building and gaining support from people and resources across the enterprise.
- Project management experience and understanding of the project lifecycle and how to mitigate cost, schedule and technical issues during project execution.
- Noteworthy continuous improvement projects demonstrating innovation and creativity.
- Six Sigma or lean certification and demonstrated success implementing greenbelt or blackbelt projects.
