Job Description:
Essential Functions:
- Lead the proposal and capture teams in analysis of ISR Sector solicitations (RFP) in conjunction with other customer requirements and communications, to determine final document structure and win themes to ensure a compelling, compliant, and winning proposal.
- Lead the ISR Sector on Win Strategy Development for new business pursuits deemed “Strategic” or “Priority” by the Sector President, General Managers or Senior Director for Strategy & Business Development.
- Conceptualize and write and/or edit compelling proposal narrative and oral presentation slides. Serve as the coach or directly as the primary customer-facing briefer during oral evaluations for critical pursuits.
- Coordinate and lead major proposal and capture meeting events to ensure alignment between General Managers and all cross-functional support requirements (e.g. business development, engineering, finance, contracts, legal, etc.).
- Lead effective development of strategic and proposal win themes and discriminators.
- Develop targeted questions and interview technical and program management staff to extract critical information necessary to present technical and managerial solutions in the overall presentation strategy.
- Provide detailed guidance and win theme narratives to proposal authors/contributors and subcontractors.
- Coordinate with the team to ensure proposal center processes are followed, standard style guide is used, and documents are submitted in accordance with established guidelines.
- Work with little direction and handle multiple tasks.
- Maintain a flexible schedule which may include evenings and weekends as required.
- Add value to final proposal submissions by leading the efforts that ensure strategic messaging is utilized correctly to frame our overall offerings to customers.
- Mentor and coach junior Business Development professionals, Capture Leads, Proposal Managers, and Coordinators.
- Have the experience and acumen to lead as Capture Manager for a Strategic Pursuit if called upon.
- Detailed understanding of the USG Solicitation process.
- RFP interpretation, proposal writing, editing, graphics.
- Win Strategy development, document management.
- Working with teams, schedule creation and maintenance.
- Driving the key actions needed to complete and deliver a fully compliant proposal.
- Strong Technical Writing.
- Ability to obtain and maintain a DoD Top Secret with SCI clearance.
- Demonstrated Competitive proposal win rate.
Qualifications:
- Bachelor's degree with 15 years of prior proposal and capture experience.
- Graduate degree with 13 years of prior proposal and capture experience.
- In lieu of a degree, minimum of 19 years of prior proposal and capture experience.
- Must be a US Citizen.
Preferred Additional Skills:
- Previous USG DoD source selection experience.
- Active US DoD TS/SCI security clearance.
- Master’s Degree preferred.
