Job Description:

Answering to the Person Responsible for the Assignment of Authority (PRAA), the Deputy PRAA (D/PRAA) and Site Lead Training Coordinator will support the implementation of the L3Harris MAS’ Maintenance and Manufacturing Process manual within the Cold Lake Site, focusing on two critical functions:

  1. Support the PRAA in the implementation of the tracking of aircraft technicians progress towards reaching airworthiness authorization’s and qualifications; and
  2. Develop and monitor the technical mentorship and training plans of each aircraft technicians.

Essential Functions:

Common tasks to both the D/PRAA and Site Training Coordinator roles are the following:

  • Perform tasks as directed by the PRAA
  • Maintain air technicians authorizations and qualifications
  • Lead working group and manage teams.
  • Attend meetings and working group as directed by the Senior Maintenance Manager (SMM) and/or PRAA
  • Act as a team member, providing assistance to PRAA as required;
  • Ensure absolute compliance of safety policies and procedures;
  • Assist in initiating technical and administrative reports as required;
  • Document non-conformities according to established procedures;
  • Draft and complete training, qualification, and authorization reports accurately;
  • Maintain a in depth knowledge of technical training standards as it pertains to our companies Technical Orders;

As the D/PRAA, the successful candidate will support the PRAA in the performance of the following functions:

  • Support the PRAA in the assignment of authorizations by confirming completion of their training had recommendations from their mentors and technical assessors.
  • Tracking of the annual evaluations and re-evaluations of individual’s airworthiness authority with their immediate supervisors.
  • Maintenance of the personnel record and associated entries in SAP.
  • Act as the Cold Lake site aircraft technician Stamp Coordinator.  Issue or collect stamp as directed by the PRAA.
  • Based on the assessment of resumes of future candidates, recommend the apprenticeship program ensuring the most effective transition to CF188 POM and ACA authorities.

  • Support the PRAA as directed with the following responsibilities and authority as applicable to Cold Lake site:
    • Identification of any issues, problems or service difficulties discovered during the maintenance, manufacture, or materiel support of an aeronautical product and recommendation as to potential solution for reference to the Site Senior Maintenance Manager.
    • Identification of any changes within the L3 MAS AMO or AMfgO, which will impact the scope and depth of technical airworthiness authority assigned to L3 MAS.
    • monitoring internal and external audit observations and non-compliances with respect to the maintenance competency of individuals and the capability of the organization as a whole, and participating in the development and implementation of corrective action plans.
    • Validate the recommendation for authorisation of trained, qualified and competent individuals within the organization to perform key airworthiness functions such as ARA, MRA, PCA. These include the other airworthiness related authorizations such as Performance of Maintenance (POM), Inspectors, and Non Destructive Testing (NDT) inspectors, etc, on which the PRAA has oversight.
    • In the absence of the PRAA, carry out the duties and responsibilities of the PRAA with whatever limitations and restrictions are deemed necessary and appropriate;
    • maintain a list of the L3 MAS AMO, and AMfgO personnel that are authorised to perform airworthiness functions of ARA, MRA, and PCA.
    • Participate and/or lead internal audits to monitor the competency of individuals and the capability of the organization as a whole.  Must be able to contribute and/or lead in the development and implementation of corrective action plans.
    • Remain available to remind and/or help individuals fully understand the responsibilities associated with the authorization received or being granted.

L3Harris MAS employs a training and development program aimed at aligning staff development, including technical competencies, with business priorities.  Based on the recommendations and assessment of the AMO’s airworthiness training needs, the site PRAA will validate the requirement and directs a training and mentorship program.  The L3Harris MAS training and development program pertaining to AMO and AMfgO consists of a combination of formal and informal courses and on-the-job-training (OJT), delivered both internally, by L3Harris MAS, and externally, by approved training establishments. These training requirements ensure that L3Harris MAS employees in airworthiness management roles, performing airworthiness functions and/or airworthiness tasks have been provided the necessary initial, recurring and additional training requirements prior to obtaining an authorization. As the Site Training Coordinator, the successful candidate will be expected to perform the following duties:

  • Track completion, submission and processing of candidates’ security clearance application
  • Based on previous education and work experience of the new hired candidate, develop a training and mentorship program to ensure CF188 on-type course completion and granting of authorization within 6 months of start of training
  • Develop a training and mentorship program for air technicians with Performance of Maintenance (POM) to ensure continuous progression towards Maintenance Release of Aircraft.
  • Based on the site’s operational need, assess recommended candidates for requested authorisations and develop training and mentorship plan to ensure the most effective and timely completion of training.
  • Liaise and coordinate with L3H MAS Training Cell in Mirabel for the continuous improvement of available training programs and packages.
  • Conduct qualification/ authorization reviews, invigilate technical exams and report results to Supervisor;
  • Lead manage the team of technical mentors and assessors to ensure timely, effective and strong development of new employees and progression of existing employees to their fullest development.

Preferred Additional Skills:

  • Must meet or be eligible to meet the following PRAA criterias detailed in the L3H MAS Maintenance and Manufacturing Process Manual:
    • detailed knowledge gained by formal training and/or work experience of the applicable airworthiness rules and standards
    • must be skilled in and must demonstrate a detailed understanding of the following topics:
      • The scope and depth of the technical airworthiness authority assigned to the L3 MAS AMO and AMfgO, as applicable.
      • The responsibilities of the role of a PRAA.
      • The responsibilities of persons who have been assigned airworthiness authority to perform technical airworthiness functions (ARA, MRA, and PCA).
      • The approved APM and the procedures applicable to the L3 MAS AMO, and AMfgO as applicable.
      • The interrelationship between the Technical Airworthiness Program and MAS Quality Management System (QMS).
      • The airworthiness responsibilities of the AMO, and AMfgO not only for work the work that they perform but also for any work performed by external agents through support arrangements.
  • must have held:
    • MRA for a minimum of four (4) years, if the work performed by the personnel to be authorised is limited to components; or
    • ARA for a minimum of four (4) years on an aircraft type, if the work performed by the personnel to be authorised includes aircraft.

Qualifications:

  • On-type certification on a military or civilian aircraft.
  • 6 years' experience on aircraft preferred;
  • College diploma in aeronautics with ACA authorization (Preferred);
  • On-type certification on the CF-18 either through the RCAF or L3H MAS training
  • Continuous improvement training (Yellow or Green belt, L3Harris e3, etc) (Preferred)
  • Working to in-depth Knowledge of L3Harris Maintenance and Manufacturing Process Manuals and associated documents (Preferred).
  • completed RCAF Maintenance Managers course (Preferred);
  • RCAF SAMS or TCCA equivalent (preferred)
  • Very good knowledge of CF-18 Technical Orders and Training Standards;
  • Very good knowledge of Canadian Forces aircraft maintenance operation;
  • Be conversant with CF maintenance policy and other technical information pertaining CF-18 Maintenance;
  • Ability to work independently, with minimal direction or as part of a team;
  • Ability to present ideas/solutions  to peers, technical staff, customers and
  • management (e.g., new or improvements to processes and procedures);
  • Proficient in the Microsoft Office Suite and able to adapt to new software systems; and
  • Proven organizational ability.

Eligibility Criteria:

  • Must be eligible for registration with the Controlled Goods Program;
  • Must be eligible to obtain and maintain a government of Canada “Reliability” status and Level 2 (Secret) security clearance;
  • Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR)
