Job Title: Director of Contracts

L3Harris is actively seeking an experienced Director of Contracts for a direct hire opportunity for our location in Waco, Texas. We offer competitive wages with benefits and a generous relocation package.

This position is a key leadership role in the Aviation Services sector (AVS). The successful candidate will be responsible for leading the teams of Contracts professionals for both the MMG and ASG Program Groups of AVS. There are currently 20 Contracts people supporting the MMG and ASG business, both on-going programs and pursuit efforts. This critical position is responsible for the Contracts support for a large percentage of our overall business. The team of Contracts professionals has primary responsibility for contract activities from pre-pursuit through close-out activities.

  • Manages highly experienced professionals, supervisors, and managers.
  • Communicates with parties inside and outside of the organization on matters of strategic importance to influence senior leadership on new concepts, practices, and approaches.
  • Establishes overall direction for and implements new processes, systems, and solutions.
  • Recommends and implements strategies and develops operational plans/goals that directly impact the mid- to long-term function or business area achievements.
  • Requires advanced management, business knowledge, leadership capabilities and broad experience across multiple related professional disciplines.

Duties will include responsibility for the following:

  • Leading a diverse team of professionals, coordinating contracts activities using both military and commercial standards in accordance with government laws and regulations, and company policies and procedures.
  • Proactive management of customer relationships, both internal and external, and must partner and work closely with a variety of business support functions, including Program Management, Finance, Supply Chain, and Business Operations.
  • Leading the Contracts department, assessing current-state and defining the strategic direction of the department. The Contracts management function includes management of solicitations and proposals; negotiation of terms, conditions, and pricing; drafting and management of agreements including proprietary information / non-disclosure, teaming, and other agreements; and management of the contract through program performance and contract closeout.
  • Influences successful business outcomes in order to achieve key business and financial objectives for orders, revenue recognition, operating income and free cash flow for new and continuing programs.
  • Provides business, contractual and risk mitigation strategy guidance to leadership as well as the Contracts team.
  • Analyzes new laws, regulations and contract trends for potential impact on business unit goals and objectives.
  • Protects the interest of the company by understanding and interpreting contractual terms and conditions.
  • Utilizes working knowledge of regulations including the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS). other agency regulations, and the Uniform Commercial Code (UCC).
  • Analyzes significant and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations and corporate policies and procedures.
  • Manages the contractual review of solicitations, proposal development, contract change control process and overall contract administration.
  • Maximizes opportunities to achieve business objectives through innovative contract formation and negotiation that foster outstanding program and financial performance.

Additional Responsibilities Include:

  • Manages highly experienced professionals, or teams led by lower level supervisors or managers.
  • Responsible for creating workforce and staffing plans for department/unit to ensure availability of personnel necessary to accomplish departmental business results.
  • Has hiring, firing, promotion and compensation authority within own organization, in accordance with senior management review and approval.
  • Reports to executive management.
  • Responsible for establishing the direction for new processes, systems, solutions, and products using significant conceptualization, reasoning, and interpretation.
  • Solutions are innovative and often define best practice for the future.
  • Opportunities for problem solving and innovation are regularly complex, requiring broad-based consideration of variables that impact multiple areas of the organization.
  • Extensively analyzes implications of both near and long-term solution

Required Skills

  • Bachelor’s Degree with a minimum of 15 years of prior related experience. Advanced degree preferred (e.g. MBA, JD, LLM). Graduate Degree with a minimum of 13 years of prior related experience.
  • Requires advanced business knowledge, general management and leadership capability to lead business area or functional teams.
  • Typically has broad experience across multiple related professional disciplines within the organization, combining theory, past practical experience and the organization’s business practices.
  • Requires experience working as a Contracts Manager of large, developmental DoD contracts or other complex contract types; prefer additional experience with Foreign Military Sales, international Direct Commercial Sales, and commercial contracting.
  • FAR/DFARS/CAS/TINA knowledge essential
  • Extensive commercial or international contracting experience essential
  • Export/import compliance experience needed
  • Existing security clearance required
  • Robust skills in Microsoft Office products, including Word, Excel, and PowerPoint
  • Ability to travel (approximately 25%)
