The Subcontracts Manager - Software is an essential member of the L3Harris Supply Chain Management team. The Subcontract Manager is responsible for managing end-to-end acquisition lifecycle of subcontracts. This acquisition lifecycle includes requirements definition, generation of Statements of Work, generation of requests for proposals, proposal evaluations, source selections, negotiations and definitization and file documentation
The Subcontracts Manager - Software plays a key role in ensuring compliance to internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract closeout. The Subcontract Manager is the main point of contact between suppliers and program teams and provides all contractual direction. In addition, this individual will manage projects designed to improve organizational efficiency, motivate and improve professional skills required in our business environment. The position is expected to use a defined set of metrics to measure performance to ensure accountability and facilitate problem resolution.
Relocation to Salt Lake City, UT will be offered on a case-by-case basis.
Acquire software packages, software maintenance services, and hardware maintenance services for direct programs, government and commercial
Negotiate, approve, and execute third-party software licensing, development, partner, and royalty agreements for internal, government, and embedded product use for deployment to Customers
Research software package and product licensing information to optimize deployment options and third-party agreement negotiations
Manage supplier performance in the areas of technical scope, schedule, and cost and generate scorecards
Navigate and apply regulations and internal procedures for compliance, such as FAR/DFARS.
Supply market analysis, solicitations, fact-finding & source selection.
Manage and report subcontract status effectively to Leadership teams in both Microsoft PowerPoint and Word
Perform Price Analysis, develop negotiation strategies and lead negotiations
Negotiation of price, schedule, Terms and Conditions and other contractual requirements
Experience executing and managing multiple contract types
Able to communicate effectively with a wide array of professional levels and functions.
Demonstrated ability to manage subcontracts in support of commercial or government programs.
Able to perform analysis of data using analytical tools, such as Excel, and make recommendations to Leadership
Able to work across the organization, interface and communicate at all levels effectively
Ability to work independently or as a team
Practical knowledge of project management
Coordinate with multi-function teams to generate Statements of Work
Must be able to obtain and maintain a DoD security clearance
Bachelor’s Degree and minimum 6 years recent similar experience as a Subcontract Manager (SCM) or Procurement Contracting Officer (PCO) in a DoD environment
3 years experience negotiating cost elements, price, schedule, third-party software licensing (perpetual/cloud/subscription) & royalty agreements, and general terms & conditions. Software license agreement negotiations must include experience with source code rights and IP protection
3 years of recent experience procuring software programs such as virtualization packages, RTOS/OS systems, DDS packages, codecs, collaboration & development environments, and encryption tools
Preferred Additional Skills:
Graduate Degree and a minimum of 4 years recent experience as a Subcontract Manager (SCM) or Procurement Contracting Officer (PCO) in a DoD environment.
Supply Chain related certifications from nationally recognized organizations (APICS, ISM, SCPro, NCMA, Defense Acquisition University (DAU or DAWIA))
Knowledge and experience with LEAN principles.
Experience with DoD Purchasing Policies & Procedures. Working knowledge of FAR/DFARs.
Contract Management Certification
Project Management Certification
Active and current Secret, or higher, US Security clearance
Experience with Software Development Lifecycle (SDLC) and working with Software Engineers in a development environment
Knowledge of Open Source Software licensing and distribution (GNU, MIT, etc.)
Experience with third-party software partner programs such as Red Hat Embedded and Reseller agreements
