Job Title: Specialist, Project Management (Material Program Manager)

Job Location: Rockwall, Texas

Summary:

C3ISR is looking for a Material Program Manager . The MPM is an excellent leader with demonstrated project administration skills. The candidate for this position must be a self-starter, capable of developing and achieving organizational and program goals, and must be able to successfully interface with all levels of internal administration, including supplier organization.

The candidate will be responsible for developing and executing supply chain strategies and plans for the program area. The MPM will serve as the liaison between the Program Director, Program Managers, IPT’s and Supply Chain organization. They will be responsible for the development, coordination and implementation of program material strategies, supply chain targets, and company goals. The MPM will support program supply chain activities, and will advise the Business Unit.

The ideal candidate will have financial, contracting, and negotiating experience and have had project management responsibilities. Responsibilities include, but are not limited to:

• Ability to work in cross-functional teams.

• Ability to develop and executing supply chain strategies and plans

• Creating, managing, and executing material program strategy (MPS) and the material program plan (MPP).

• Providing comprehensive Supply Chain support for Gates 0-11 activities and ensuring compliance for the programs and tailoring when applicable.

• Overall ownership of the supplier management process including supplier performance, SCM metrics, international issues, Make/Buy Where strategy, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.

• Developing and leading supply chain proposal activities including task descriptions and bases of estimates

• Developing and executing risk/opportunity plans to meet program objectives

• Identifying and developing opportunities for small business participation

• Monitoring and proactively addressing performance and financial metrics including those related to cost, schedule, quality, and EVMS.

• Developing and tracking budgets, targets, working capital, initiating and maintaining accurate sales forecasts, short-range outlooks (SRO), material EACs, sales and operating Plans and Annual Operating Plans (AOP).

Required Experience and Skills

Experience working with suppliers providing direct materials to a manufacturing line

Experience in leading cross-functional teams

Excellent written and verbal communication skills

Experience with MS Office (i.e. Word, Power Point, Excel and Project)

Experienced leader communicating and presenting to all levels of Management and senior leadership

Ability to balance strategic thinking with tactical application of strategies to programs

Knowledge of MRP systems

Desired Experience and Skills

Financial mgmt. experience

Experience supporting/leading proposal efforts

SAP Experience

Experience implementing continuous improvement, Six Sigma or Lean methodologies/principals

Ability to obtain and maintain a Secret clearance, with the ability to upscope to a TS/SCI if required.

Position Education and Experience Requirements:

Requires proficient knowledge of job area typically obtained through advanced education combined with experience. May have practical knowledge of project management. Bachelor’s Degree and minimum 4 years of prior relevant experience or 2 years post-Secondary/ Associates Degree and a minimum of 8 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experience.
