Job Title: Sr. Principal, Program Manager EVMS Lead

Job Description:

Perform as the subject matter expert for PM tool implementation (Cobra, Empower, PMCompass) as well as identify best practices for Program Management. Assist with setting up earned value practices on non EV required contracts. Perform the role of EVMS SME including proposal evaluation, program startup, program cadence to include analysis, reporting and change control. Provide user support and training for EVMS toolset and processes.

Essential Functions:

Lead the implementation of Earned Value Management practices. Works in a consulting role to multiple programs and disciplines to establish and maintain a performance measurement framework (EVMS), provide program startup support and evaluation of proposal structures to ensure program execution success. Develop and deliver training for both tools and processes. Focus on continuous improvement in program execution processes and tools to impact the achievement of the overall AVS business. Work with other program sectors to align tools, practices and policies at shared sites.

  • Work with Program Management Office to develop tools and techniques to satisfy program management baseline requirement for transitioning and new program startups
  • Work with Program Management Office to perform monthly performance reviews to include training CAMs and PMs on analysis methods, interpretation and reporting
  • Develop and deploy Earned Value Management System training just in time to program teams
  • Provide end user support for EVMS toolset to program management teams
  • Work with program management team to ensure proper change control is established.
  • Work across AVS functions and programs to identify repeatable best practices regarding WBS, schedule and earned value structures to establish standard, repeatable approaches for similar type programs
  • Implement Cobra and Empower software on multiple programs and develop standard reporting and dashboards for leadership team summary views
  • Evaluate existing processes and tools for retirement as EVMS system evolves.


  • Bachelor’s Degree in Information Technology, Finance, or related degree and a minimum twelve (12) years prior relevant experience or 10 years minimum relevant experience with Master’s degree. Equivalent combination of education and experience may also be considered
  • Position requires the ability to obtain and maintain a DoD Secret Security Clearance, which requires U.S. Citizenship.
  • Ability to interface and influence at all levels of the organization
  • Skilled in the use of Microsoft Project, Excel, Excel Pivot Tables, and PowerPoint
  • Demonstrated experience on programs with responsibility for development and execution of an Earned Value Management System.
  • Experience with EV analysis methods and reporting
  • Able to work within tight deadlines and multi-task various projects in an organized manner required
  • Prior experience implementing PM tools
  • Exposure to Cobra or similar Earned Value engine
  • Critical thinking and problem solving, attention to detail and quality of product deliverables
  • Ability to travel up to 10%

Preferred Additional Skills:

  • Familiarity with DoD contracts and requirements is desirable
  • Knowledge of the data analysis toolset Empower
  • Exposure to SAP financial system
