Job Description:

The Space ISR Advanced Studies Program Manager will manage a portfolio of Technical Study programs that are focused on emerging space technologies including space vehicle, ground system, and payload development. This position will be responsible for developing space technologies to support the Intelligence, Surveillance, and Reconnaissance business. This requires rapidly developing innovative solutions critical to program success and managing within cost and schedule.

Essential Functions:

• Direct all phases of programs from inception through completion
• Work under consultative direction against annual goals and objectives
• Drive program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, and/or current programs
• Responsible for managing complex project initiatives of strategic importance to the organization involving cross-functional teams
• Responsible for the program cost, schedule, and technical
• Participate in the negotiation of contract and contract changes
• Coordinate and/or lead the preparation of proposals, Statement of Work (SOW) and specifications, operating budgets, and financial terms/conditions of contract
• Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance
• Present monthly program reviews to L3Harris Executives
• Expand the product line with the customer.
• Establish milestones and monitor adherence to master plans and schedules as well as identify program problems and obtain solutions such as allocating resources or changing contractual specifications
• Recommend new products, processes, policies, standards, or operating plans in support of job function strategy
• Develop or champion new concepts or technologies
• Direct the work of employees assigned to the program

Qualifications:

Active Top Secret/SCI Clearance
• Bachelor Degree in Engineering and minimum 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience

Preferred Additional Skills:

• Solid technical background with strong business acumen
• Excellent interpersonal, written, and verbal skills
• Ability to develop broad, cooperative relationships with numerous groups and individuals, even when having no direct authority over them
• Knowledge of Government contracting practices, Earned Value Management (EVMS), and standard program reporting metrics
• Experience implementing strategies to influence external stakeholders for business advantage
• Pursuit and proposal development experience
• Experience planning, organizing, and directing work that provides best value solutions to the customer and L3Harris
