Job Description:
The L3Harris Security Department is seeking an industrial security professional to join our Palm Bay security team as a Contractor Program Security Officer (CPSO). This is a fast paced, high-volume position supporting multiple programs and customers as part of a team of CPSOs. Candidate will focus on collateral and Special Access Programs. Responsibilities will include:
- Provides security support for classified programs, studies, and pursuits in the Mission Avionics Sector
- Advise Program Management and staff in the interpretation of security policies and the development of plans and procedures to meet customer security requirements
- Prepare various security plans, accreditation requests, inspection results, and correspondence to direct, explain or interpret policies, practices, or procedures to a wide audience of potential recipients to meet Government security requirements
- Serves as interface with government program managers and security officers, internal/external customers, security support staff, Program Management, program personnel, as well as the lead elements in the various security disciplines on the Security Department staff
- Conducts security education and actively participates in Government security audits, to include self-inspections
- Provide prime/subcontractor security support and direction including the development and maintenance of DD form 254's and security guidance
- Investigate security incidents and complete administrative inquiries
- Support other security disciplines to include: Personnel Security, Physical Security, Information Assurance (IA), Communications Security (COMSEC), Document Control, and Visitor Control
Essential Functions:
- Administer, address and complete personnel security requirements with employees regarding issues, report preparation, program security access briefings, and clearance/access maintenance for briefed employees
- Administer and track requisite annual training, initial new hire security briefing, initial security clearance briefing, and security debriefing for cleared employees
- Ensure all required security support for Special Access Programs (SAPs) and manages operations of associated Special Access Program Facilities (SAPFs) in accordance with governing directives and program specific guidance.
- Responsible for ensuring the execution of security policy, procedures and protocols pertinent to the facility consistent with National Industrial Security Program and Intelligence Community Directives (ICDs) requirements.
- Determine customer security requirements and ensure requisite security access requests with applicable government agencies
- Responsible for effective communications regarding security by interfacing with or liaising with external customers (Government, Associate Contractors, Subcontractors, former employees) and internal L3Harris organizations
- Conduct security education and training; provide initial security indoctrination briefings, debriefings, annual refresher training and other corporate requisite training
- Ensure continuous physical security integrity for facility in general and accredited secure work areas in particular
- Guard/alarm interface; liaison with alarm monitoring facility to ensure security of controlled/secure areas in accordance with government requirements – requires emergency response requirements during non-working hours
- Provide leadership on special projects that cut across the business and the company
- Foster teamwork and collaborative efforts among Security group members to ensure timely completion of group project tasks and responsibilities
Qualifications:
- Bachelor’s Degree with 2 years of relevant experience in Industrial Security
- Secret clearance based on a current T3 investigation with ability to acquire favorable T5 for Top Secret and SAP eligibility
Preferred Additional Skills:
- Active Top Secret clearance with current T5 investigation and eligibility for SAP access
- Physical Security knowledge a plus, experience with the technical Specification sets forth on the physical and technical security specifications and the standards for accreditation
- Working Knowledge on 32 CFR Part 117 (NISPOM), ICD705, and DoDM 5205.07 vols 1-4
- Able to multitask and prioritize on daily basis with minimum supervision.
- Three years’ experience as a Cleared Defense Contractor (CDC) working in corporate and/or government environments with industrial security duties in support Defense programs
- Efficient, proactive, responsive team player with excellent written and oral communication skills; able to interface effectively with all levels of corporate management and government customers
- Must be proficient in computer skills including Microsoft Word, Excel, Outlook and PowerPoint
- Experience using SIMS, DISS and JADE
- Highly organized with ability to manage multiple priorities and time sensitive deliverables
- Hands on, self-starting, disciplined and detail-oriented individual with ability to work independently in a high-volume environment.
