Job Description:

Plans and implements activities related to the procurement of raw materials, goods and services. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Approves and qualifies vendors, obtains quotes, examines bids and makes awards. Follows up on all awards through completion of order. Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records. May prepare request for proposals (RFP) and bid packages. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes. Follows applicable anti-corruption ethics, laws, and regulations..

Essential Duties & Responsibilities:

  • Possesses wide and broad level of knowledge and experience on large development and production programs, works with a high degree of independence.
  • When Necessary will serve on committees to acquire, purchase, or construct a major item for newly developed programs.
  • Attend weekly Production and Program Meetings as required.
  • Will review all purchase orders for accuracy, sign and prepare for filing.
  • Must have a clear understanding of Department Policy and Procedures.
  • Must have a clear understanding of Government FARs and DFAR.
  • Must be able to explain Corporate Terms and Conditions when necessary.
  • Help with Major proposals as required.
  • Has knowledge of commonly used concepts, practices, and procedures within a particular field.
  • Work with an emphasis to not allow a customer order to go late.
  • Manage obsolescence so that commitments to customers are not at risk.
  • Create and maintain all reporting requirements (daily, weekly, monthly, quarterly) as needed to monitor purchasing activity levels
  • Work and plan to eliminate commodity material shortages and work order delays through direct involvement with Production resources, Suppliers, and Project personnel.
  • Identify, plan, communicate, and implement continuous improvement opportunities that eliminate waste, delay, and data inaccuracies.

Required Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. An equivalent combination of education and experience may also be considered.
  • Position requires the ability to obtain and maintain a DoD Security Clearance, which requires U.S. Citizenship.
  • Strong knowledge of FAR, DFAR, Counterfeit materials, obsolescence, conflict minerals and demonstrated knowledge of business challenges and opportunities driven by technology and regulations unique to the Defense market.
  • Ability to work without close supervision.
  • Excellent computer skills with strong proficiency in Windows™ interface, Microsoft Office™ package.
  • Ability to read, interpret, and comprehend complex written and verbal instructions as well as technical publications, customer specifications, prints & drawings.
  • Exceptional interpersonal, and decision-making skills.
  • Excellent organizational skills with keen attention to detail
  • Strong written and verbal communication and presentation skills.
  • Must be available to travel.

Preferred Additional Skills:

  • CPM or APICS certification Strongly desired.
