Job Description L3Harris Maritime Services is seeking a Program Manager to Work collaboratively with Program Office and Functional Management, as well as other stakeholders, to understand and interpret customer requirements to determine appropriate performance metrics; clarify priorities; and develop and implement specific management plans to support multiple programs.  As Specialist, Program Manager, you will manage assigned programs to meet schedules; performance; and budget commitments (contractual and expected).

Additionally, you will be expected to utilize program management tools to monitor and report program performance objectives and facilitate project coordination. You will be required to assist in the development and delivery of presentations and provide recommendations to senior Program Managers and Company Management, as well as other stakeholders, relating to applicable program management plans.

You will be expected to track, manage, and report program attributes including the following:

  • Schedule performance against      contract and forecast.
  • Cost performance against budget      and EAC.
  • Labor allocation against      program needs.
  • Sales and profit performance      against contract acceptance and forecast.
  • Program risks &      opportunities.
  • Technical & production      issues impacting program performance.

Essential Functions:

  • Being responsible for the overall planning and execution of major submarine and surface ship industrial tasks.
  • Responsible for developing the financial forecast, technical approach; technical milestones, POA&M schedules, & budgets.
  • Defining required resources and establishing work share with subconractor personnel.
  • Developing technical documentation to support task executiion and be experienced in writing technical proposals and statements of work.
  • Interpreting and working from blueprints, drawings, manuals, handbooks, spec items, and technical specifications.
  • Project cost estimating and project financial tracking to include the development and tracking of Estimated Costs to Completion (ETC) and Estimate Costs at Completion (EAC).

Qualifications: (refer to Career Framework)

  • Bachelor's Degree is required.
  • Minimum of 15 years of submarine and surface shipboard modernization experience is required
    • Seven (7) of the Ten (10) years must involve managing shipboard and submarine installations at the deckplate level.
  • Must have Ten (10) or more years of directly managing personnel.
  • Must have excellent written and verbal communication skills to ensure satisfactory and consistent communications with the customer.
  • Traveling for short periods of time to conduct site visitis and interface with the customer is required.
  • Proficiency with all Microsoft Office Applications to include Excel, and Project is a must.
  • An active Secret Clearance and Passport will be required at the time of Hire.
