About your next Challenge as a Trade Compliance Specialist:

Support the Trade Compliance Manager with oversight of the Trade Compliance program including, jurisdiction and classification and export / brokering license or permit process for commodities, software, technical data and related defense services under the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Canada’s Export and Import Permits Act (EIPA) and Controlled Goods Program (CGP) / Defence Production Act (DPA).

What You Will Do:

  • Implement L3Harris policies, procedures and U.S. and Canadian regulatory requirements at MAS with a keen focus on establishing a culture of continuous improvement within Trade Compliance.
  • Work with internal / external stakeholders to obtain supporting documents, for Canadian export and brokering permits and U.S. export, re-export and re-transfer license applications.
  • Draft and submit Canadian export and brokering permit applications to Global Affairs Canada
  • Monitor Canadian export / brokering permit as well as U.S. license applications and update internal stakeholders of permit / license status
  • Support with the management of Technical Assistance Agreements (TAA), Third Party Transfers (TPT), Warehouse Distribution Agreements (WDA) and Technology Control Plans (TCP)
  • Determine Export Classification and Jurisdiction of purchased and manufactured items (i.e. ECCN, USML, ECL, BCL, CGP) with support from Engineering, Procurement and IMS Segment classification teams
  • Conduct Restricted Party Screening (RPS) for L3Harris business partners
  • Support L3Harris E3 - Continuous Improvement initiatives, such as developing and updating business process, training materials, reports, and ERP improvement projects
  • Lead the development and execution of Trade Compliance training to stakeholders to increase the organization’s awareness of Trade Compliance policies, procedures and applicable laws related to trade, exports and import compliance.
  • Assist with trade compliance investigations, risk mitigation, audits and self-assessments.
  • Knowledge of L3Harris products and export control status
  • Demonstrated ability to perform research across both technical and regulatory / legal environments.
  • Strong organizational and time management skills and attention to detail
  • Excellent written and oral communication skills
  • Excellent analytical, problem-solving and negotiation skills
  • Effectively manages multiple tasks and can prioritize to meet deadlines
  • Passion for continuous improvement and education
  • A team player who is comfortable working with other professionals
  • Ability to work efficiently under pressure and tight deadlines
  • Experience in the aerospace / defense industry is an asset

Required Skills and Experiences:

  • Bachelor’s Degree and minimum 4 years of prior relevant experience in a trade compliance related role. Graduate Degree and a minimum of 2 years of prior related experience.
  • In depth knowledge of, and extensive experience with the following regulations : Canada’s Export & Import Permits Act (EIPA), Canada’s Controlled Goods Program (CGP), International Traffic and Arms Regulations (ITAR), Export Administration Regulations (EAR),

 

Eligibility Criteria:

  • Must be eligible for registration with the Controlled Goods Program;
  • Must be eligible to obtain and maintain a government of Canada “Reliability” status and/or Level 2 (Secret) security clearance;
