About your next Challenge as a Senior Specialist, Engineering Services / Technical Specialist, Trade Engineering:

The Trade Engineering Technical Specialist will be part of the MAS Division Jurisdiction/Classification Team, within Engineering, that supports all MAS Division programs. The Trade Specialist will provide technical expertise to ensure that all interactions meet regulatory, corporate, and local compliance requirements and supports the jurisdiction and classification determination of all commodities, technical data and related services being exported from, or imported to various jurisdictions.

What You Will Do:

  • Conducting export jurisdiction and classification reviews and determinations of commodities, software, technical data and related defense services under the ITAR, EAR, Canadian, & Foreign Export Control regimes.
  • Supporting the export Commodity Jurisdiction (CJ) and Commodity Classification Requests (CCR) request processes as needed.
  • Supporting program gate reviews and trade deliverables to ensure export compliance requirements are understood and anticipated throughout the program lifecycle.
  • Reviewing supplier and Original Equipment Manufacturer (OEM) classifications and document internal concurrence or re-classification for export and/or import.
  • Support, including training, of engineering teams within MAS with application of “design for export” concepts.
  • Supporting the monitoring, maintenance, and retention of records and documentation used for jurisdiction and classification determinations in accordance with regulations and L3Harris policy.
  • Supporting compliance audits and assessments.
  • Supporting development and presentation of appropriate training for the various stakeholders, including, but not limited to, engineering, supply chain, and operations.
  • Staying current on all SME training requirements
  • Identifying and recommending process improvements.
  • Must be able to travel as necessary. (Up to 10% travel).

Required Skills and Experiences:

  • Bachelor’s Degree in Engineering or related technical area and minimum 6 years of prior relevant experience in the Aerospace and/or Defence industry. An equivalent combination of education and experience may be considered
  • Position requires the ability to obtain and maintain a NATO Security Clearance.
  • 2+ yrs. of experience with ITAR, EAR, and Customs regulations with specific experience in ITAR/EAR jurisdiction and classification analysis is an asset.

Preferred Additional Skills:

  • Keen attention to detail, with the ability to learn and comprehend highly detailed laws and regulations.
  • Ability to develop solutions with the assistance of engineering Subject Matter Experts (SME) regarding jurisdiction and classification.
  • Demonstrated ability to perform research across both technical and regulatory/legal environments.
  • Demonstrated ability to read, comprehend, interpret and follow complicated written and verbal instructions, interpret regulations, and the ability to communicate both orally and in writing at a professional level.
  • Perform duties with minimum supervision, and participate in cross-functional projects as assigned.
  • Proficiency in Microsoft Office. 
  • Must have good organizational skills, as well as good verbal and written communication skills.
  • Regulatory working experience (ITAR and EAR) in the aerospace/defense industry is an asset.


Eligibility Criteria:

  • Must be eligible for registration with the Controlled Goods Program;
  • Must be eligible to obtain and maintain a government of Canada “Reliability” status and/or Level 2 (Secret) security clearance;
