Job Description:
Reporting to Associate Manager, Procurement, the Procurement Lead is part of the Procurement team which is responsible to plan and implement activities related to the procurement of goods and services:

  • Follows up on all awards through completion of order.
  • Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules.
  • Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records.
  • May prepare request for proposals (RFP) and bid packages.
  • Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes.
  • Follows applicable anti-corruption ethics, laws, and regulations.

The Lead, Procurement is a subject matter expert with comprehensive knowledge of job area and in-depth knowledge of project management:

  • Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction.
  • Communicates within and outside of the organization to explain and influence changes to practices, processes and approaches.
  • Makes significant improvements in processes, systems, or products.
  • Provides input into new products/processes and implements operational plans that have measurable impact on business or functional results.

Essential Functions:

  • Nature of Supervision : Work is guided by individual annual goals and objectives with minimal oversight or direction. Frequently responsible for providing guidance, coaching and training to other employees across the Company within area of expertise. Frequently responsible for managing large, complex project initiatives of strategic importance to the organization, involving large cross-functional teams.
  • Communication & Influence : Communicates within and outside of the organization which include customers or vendors. Works to influence others to accept individual or team’s views or practices and changes to concepts, practices and approaches. Communicates with leadership regarding matters of importance to the functional or business area. May conduct briefings with leaders.
  • Innovation & Complexity : Work consists of making significant improvements of processes, systems, solutions, or products to enhance performance of job area. May develop new concepts or standards. Opportunities for problem solving and innovation are undefined, where information is difficult to obtain. Conducts extensive investigation to understand root cause of problems. Problems span a wide range of difficult and unique issues across the function and/or business area.
  • Organization Impact : Implements strategic goals established by leadership. Establishes operational plans for job area with short-term impact on results (e.g., less than 1 year). Provides input into new products, processes, standards and/or operational plans that will have measurable impact on the achievement of overall function or business results.

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience; or Graduate Degree and a minimum of 7 years of prior related experience.
  • Solid knowledge in Procurement.
  • In-depth knowledge of project management an asset
  • Bilingual (French & English).

Operational requirements:

  • Must be eligible for registration to the Controlled Goods Program;
  • Must be eligible to obtaining and maintaining the government of Canada’s “Reliability” status and Level 2 (Secret) security clearance;
  • Location not accessible via public transportation, car required.
