Our Division:

L3Harris Space & Sensors Division, headquartered in Mason, Ohio, designs, develops, and manufactures complex systems (electronic, avionics, transceivers, transmitters, electro-optical, and electro-mechanical) for the defense, aerospace, and commercial markets. L3Harris is a recognized leader in Electro-Optical technologies that enable systems to support surveillance, reconnaissance, threat detection, and self-protection missions. Our world-class Space Avionics systems include equipment for Mars Rover/Landers/Orbiters, Launch Vehicles, and Imaging Satellite Communications.

Job Description:

Space & Sensors is seeking a Lead, Program Controls Analyst, with practical EVM expeience, to join our team. The successful candidate must be a subject matter expert with comprehensive and in-depth knowledge of project management. Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction. Communicates within and outside of the organization to explain and influence changes to practices, processes, and approaches. Makes significant improvements in processes, systems, or products. Provides input into new products/processes and implements operational plans that have measurable impact on business or functional results.

The Lead, Program Controls Analyst position reports to the Planning Manager, Space and Sensors and will be responsible for executing the day-to-day activities in support of program execution of a business unit within the space and sensors organization. This position will ensure that Space and Sensors contracts establish a sound and compliant budget baseline, and that a sound EAC is developed and maintained.

This position will ensure team support of CAMs, IPT leads and senior leaders of the Space and Sensors organization regarding the development and implementation of corrective action plans, conducting root cause analysis, supporting ongoing financial reporting requirements to internal and external customers, assess cost impacts, support the development and analysis of cost variance explanations as well as ensuring support of internal and external customers. This position will oversee the training of new financial analysts, the monthly financial reporting of orders, sales, EBIT and cash flow and will assist in the overall coordination of Space and Sensors Comprehensive Estimates-At-Completion (CEAC) and Long Range Plan (LRP) Cycles. Effective oral and written communication skills will be required to effectively manage across multiple leadership levels as well as various functional and customer levels.

Essential Functions:

  • Maintain Business Rhythm
  • Coordinate inputs and maintain WBS Dictionary
  • Maintain Program Baselines/process
  • Produce Work Authorization Documents (WADs)
  • Open and Close Charge Numbers for program
  • Provide weekly Manpower reports to CAMs/IPTs and PM/PE
  • Review and Process Performance Data in EVM System (Import IMS Status, % Complete, Actuals, ETC)
  • Establish and maintain PERT worksheets, if applicable
  • Establish and maintain Apportioned Effort worksheets & mappings, if applicable
  • Establish and Maintain Program Logs
  • Perform Actuals and Estimated Actuals Reconciliation
  • Material Management
  • Subcontractor Management
  • Establish and manage Change Control process
  • Establish and manage EAC/CEAC process
  • Support Risk Management Process
  • Perform cost data quality checks utilizing DECM
  • Produce CDRLs
  • Program Review Support
  • Support Contract Close out

Qualifications:

  • Bachelor's degree in a relevant field (i.e., Finance, Business) with a minimum 9 years of direct experience in managing and analyzing cost and financial performance.
  • Experience with enterprise-level cost management tools (Example Cobra).
  • Experience with FAR/DFAR and US Government financial reporting requirements (i.e. IPMR/CPR, CFSR, CCDR etc.).
  • Experience with Earned Value Management (EVM) guidelines and processes and their implementation on programs.
  • Experience with developing and delivering IPMDAR deliverables, Military Standards and Data Item Descriptions for EVMS.
  • Proficiency with Microsoft office products
  • Ability to effectively communicate (verbal and written) with employees at all levels of the organization

Preferred Additional Skills:

  • Graduate degree in relevant field (i.e., Finance, Business) and a minimum of 7 years of direct related experience
  • Expert knowledge of COBRA cost collection Set up, tools, and reports
  • Experience with Program Controls Organizational Start up, Process Development, and Business Rhythm development and execution.

In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role in Colorado is $88,000 MIN - $164,000MAX. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements
