  • Senior professional with strong knowledge of systems engineering and broad knowledge of project management. Manages complex projects with general oversight. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Makes improvements to systems and processes. Contributes to departmental and operational goals with direct impact on the departmental results.
  • Work is performed with general oversight. May manage large projects or processes that are both inside and outside of immediate job area. Responsible for providing guidance, coaching and training to other employees. Responsible for managing complex projects, involving delegation of work and review of others work products.
  • Communicates within and outside of Engineering and has customer-facing responsibilities when necessary. Explains, interprets, and gains cooperation on policies, procedures and practices.
  • Makes moderate to substantial improvements to systems and processes to improve performance of job area. Opportunities for problem solving and innovation are complex and may require comprehensive information gathering, analysis and investigation to understand the problem. Problems involve consideration of multiple issues, job areas or specialties. Problems are generally solved through creative solutions, drawing from prior experience and in-depth analysis of issues.
  • Works to achieve operational targets with direct impact on the departmental results. Contributes to the development of goals for the department and planning efforts (budgets, operational plans, etc.).

Essential Functions:

  • Performs technical planning, system integration, verification and validation of ESM/ELINT systems. 
  • Performs functional analysis, timeline analysis, detailed trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software requirements. 
  • Ensure the logical and systemic conversion of customer requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
  • Perform Cost, Risk, and Supportability and Effectiveness analyses for total systems (concept, design, fabrication, test, installation, operation, maintenance & disposal).
  • Work in a highly dynamic hardware & software development and integration lab.
  • Support/lead technical proposals, including decomposition of customer requirements into a system architecture/design, technical writing, technical risk management, cost estimating, etc.
  • Generate and maintain system documents including BOM (bill of materials), system requirements specs, system design requirements, ICD (interface control documents), test plans and test procedures.
  • Converts customer requirements or product requirements into total system solutions. These solutions acknowledge technical, schedule and cost constraints.  Uses IBM Rational DOORS® requirements management tool. 


  • BS in Electrical Engineering - probability, statistics, random processes, communications theory, estimation theory, digital signal processing.
  • 6+ years of relevant work experience using RF Source and measurement instruments (i.e. Spectrum analyzer, Vector Analyzer, Signal Generators, etc.).
  • 6+ years working experience of technical principles, theories and concepts of basic antenna design principles, RF transmitters, receivers, and digital signal processing.
  • 6+ years working experience of software components (i.e., firmware, operating systems, drivers, applications and other computing system software).
  • 6+ years working experience of hardware components including electrical equipment, digital processing hardware (ASIC, CPLD, FPGA), circuit boards, microprocessor systems, computer system architectures and interfaces.

Preferred Additional Skills:

  • Must be able to obtain a SECRET clearance.
  • Existing SECRET or TOP SECRET clearance is preferable.
  • Experience with RF systems including ESM, radar or communication systems is desired.
  • Experience with total system product development to include reliability, maintainability, availability, fault tolerant design, EMI/EMC, and environmental requirements.
  • Knowledge of embedded processors and digital hardware.
  • Understanding of applicable programming and scripting languages for analysis and test (such as MATLAB, Python, Excel/VBA, C/C++).
  • Understanding of the Systems Engineering requirements of DoD Directive 5000.01 Defense Acquisition System.
  • Working knowledge of SysML and/or Model Based Systems Engineering (MBSE) principles for System Level design of EW components.
  • Ability to lead a complex effort, collaborate with HW/SW design functions in the design and development of a system.
  • IBM Rational DOORS experience is desired.
  • Microsoft Office suite experience.
  • Strong verbal and written communication skills.
  • Be coachable to develop into a Lead System Engineer and Chief Systems Engineer roles.
