As Specialist, Procurement at L3 MAS you will:
As Specialist, Procurement, you will plan and implement activities related to the procurement of raw materials, goods and services. You compile and analyze statistical data to determine feasibility of buying products and to establish price objectives. You approve and will qualify suppliers, obtain quotes, examines bids and makes awards. Follows up on all awards through completion of order. Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records. May prepare request for proposals (RFP) and bid packages. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes. Follows applicable anti-corruption ethics, laws, and regulations.

Essential Functions:

  • As an experienced professional with proficient knowledge of job area and practical knowledge of project management. You may be requested to manage projects or processes with general supervision. You will communicate with contacts inside and outside of procurement department to explain and interpret operational processes, practices, and procedures. You will be requested to review and recommend enhancements to systems and processes. You will work to achieve operational targets for specific programs and projects that will have moderate impact on departmental results.
  • You will be expected to work under general supervision. You may be responsible for entire projects or processes within job area. You may be responsible for providing guidance, coaching and training to other team members within job area. You may be asked to manage projects with responsibility for the delegation of work and the review of others' work product.
  • You will need to communicate with contacts within and outside of your own department and you will have the responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.). You will be expected to explain and interpret processes and procedures to others within and outside the job area. You may also work to justify and gain cooperation regarding processes, practices and procedures.
  • Your work consists of making moderate enhancements or improvements to systems and processes to solve problems or improve effectiveness of job area. Opportunities for problem solving and innovation are general, and may require understanding of broader set of issues but typically are not complex. Problems may require understanding of other job areas. Problems are typically solved drawing from prior experiences, with analysis of the issues.
  • You work to achieve operational targets with moderate impact on departmental results. Contributes to the completion of specific programs and projects. Exerts some influence on the overall objectives of the project.

Qualifications:

  • Requires proficient knowledge of job area typically obtained through advanced education combined with experience. May have practical knowledge of project management. Bachelor’s Degree and minimum 4 years of prior relevant experience or 2 years post-Secondary/ Associates Degree and a minimum of 8 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experience.
  • Bachelor's degree in Operations Management, Supply Chain or equivalent;
  • Three to five (3-5) years of relevant supply chain management experience (any other equivalent combination of education and relevant experience will be considered);
  • Good knowledge of supply chain concepts and processes;
  • Very good knowledge of the Microsoft Office suite; Power BI, KPI’s
  • Advanced level knowledge for Excel;(Pivot Tables)
  • Knowledge of SAP an asset;
  • Analytical and data management manipulation skills;
  • Strategic sourcing and negotiations skills;
  • Excellent communication skills (oral and written);
  • Former aviation experience an asset;
  • Adaptability, Teamwork, Initiative skills;
  • Customer service oriented;
  • Available to travel (10% of the time).

Operational requirements:

  • Must be eligible for registration to the Controlled Goods Program;
  • Must be eligible to obtaining and maintaining the government of Canada’s “Reliability” status and Level 2 (Secret) security clearance;
  • Location not accessible via public transportation, car required.
