Job Description:

L3Harris is seeking a Senior Program Manager for theRJ Development Programs.

Essential Functions:

Responsibilities including, but are not limited to:

  • Directs all phases of programs from inception through completion
  • Responsible for the cost; schedule and technical performance of company programs or subsystems of major programs
  • Participates in the negotiation of contract and contract changes
  • Coordinates the preparation of proposals; business plans; proposal work statements and specifications; operating budgets and financial terms/conditions of contract
  • Acts as primary customer contact for program activities; leading program review sessions with customer to discuss cost; schedule; and technical performance
  • Establishes design concepts; criteria and engineering efforts for product research; development; integration and test
  • Develops new business or expands the product line with the customer
  • Establishes milestones and monitors adherence to master plans and schedules
  • Identifies program problems and obtains solutions such as allocation of resources or changing contractual specifications
  • Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas
  • Ability to work any shift, weekends, and overtime as required


  • ACTIVE Secret Security Clearance
  • Bachelor’s Degree in a technical/business field or other related field with 12 years of related experience
  • OR Graduate Degree with 10 years of related experience
  • With a Bachelor’s Degree, 4 out of the 12 years of experience must be in Program Management
  • With a Graduate Degree, 2 out of the 10 years of experience must be in Program Management
  • Experience with customers/vendors

Preferred Additional Skills:

  • Top Secret Security Clearance
  • Program Manager experience with leading large-scale develop programs
  • Intelligence, Surveillance, Reconnaissance (ISR) Mission Systems experience
  • Previous experience as a Program Manager working within the Defense Industry
  • Experience utilizing and employing Earned Value Management System (EVMS) as a Program Manager
  • Experience with Budget/Control Account Management; Risk Management; Financial forecasts
  • Experience with Integrated Master Plan (IMP); Integrated Master Schedule (IMS)
  • Experience with Proposal Development; Program Management Plan (PMP)
  • PMP Certification
  • Experience with ground-based signals intelligence information systems
  • Experience with bids, proposals and statements of work (SOW)
  • Excellent managerial and leadership skills
  • Experience presenting information to a large group or to an individual verbally for expected business presentations
  • Ability to lead a team and make timely decisions in difficult situations
  • Proficient written and verbal communication skills
  • Proficient with Microsoft Excel, Project, Word, and PowerPoint

This position requires an ACTIVE Secret Security Clearance and the ability to maintain the Clearance which requires U.S. Citizenship.
