Develops subcontract training and processes, supplier statements of work, tailors, and negotiates terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment for multiple contract types. Assists IMS sectors, divisions and sites in the preparation of bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. May sign supplier agreements and purchase orders within established authority.
This position requires senior lever experience of direct subcontract administration/management with appropriate experience preparing policies, directives and work instructions directly related to the subcontract management process. The position reports to the Senior Manager, IMS Supply Chain Center of Excellence Procurement Department
As the IMS Supply Chain Center of Excellence Subcontract Subject Matter Expert this position will develop training modules in support of IMS segment sites nationwide responsible to ensure compliance to government regulations and assist divisions and sites develop solid subcontract management skills. Over the course of time this position will evolve into a supervisory role as the department experiences growth.

- Ability to work closely with a diverse workforce of varying skill levels
Preferred Additional Skills:
- Cost Point or other operating system experience
- Experience managing a procurement team in either general procurement of subcontracts
