Job Description:
L3Harris is seeking a Material Program Management Senior Manager for the Electronic Warfare Business Unit located in Clifton, NJ. This individual will be responsible for leading a team of Material Planning and Materials Management professionals in support of development, production, and sustainment programs. Role will be responsible for developing plans, schedules and monitoring the efficient movement of material from receiving or the warehouse to production. Develops raw material requirements and scheduling requirements from engineering specifications and production schedules and coordinates material movement with purchasing, warehouse, and production. Utilizes Material Requirements Planning (MRP) systems
This is a highly visible role in the organization reporting to the Director, Supply Chain – Electronic Warfare. Role will provide direct support to divison General Managers
Essential Functions:
- Subject matter expert with knowledge of job area and in-depth knowledge of project management who will lead all aspects of the Supply Chain process from proposal stage through Program award and execution.
- Ability to lead all aspects of the Material Management process from proposal stage through Program award and execution for development and production efforts. Determine feasibility of material, components, requirements, and support product development activities, including proposal support, engineering change impacts to Supply Chain and analyzes market trends and supplier capacity.
- Manages the Material Management staff which:
- Deliver all proposal material and labor inputs
- Program material CAM: manage SCM program material and labor budget, EAC/ETC, and EVMS reporting
- Supply chain interface to program management, finance, manufacturing, and procurement, status reporting and ensures timely resolution for program issues
- Lead the development of supply chain deliverables in support of NPD stage gate processes
- Define raw material scheduling requirements from engineering specifications and production schedules
- Master Scheduling, MRP Maintenance, Material delivery schedule, performance to plan.
- Accountable for closeout of contractual obligations. (e.g. deliveries and open commitments)
- Ensure material strategy meets program financial objectives and commitments
- Provide functional guidance and support; engage and motivate direct and indirect reports
- Responsible for leading team meetings, conducting one on one meetings with team, and performing all requirements associated with annual performance objectives including quarterly progress reviews and annual assessments.
- Assess and develop all staff: identify skill gaps and facilitate functional skill growth; support individual development plans.
- Collaborate with general procurement and subcontracts to mitigate cost and schedule risk.
- Lead inventory management initiatives to increase material accuracy and availability.
- Predict, identify, and reconcile any relevant Supply Chain disruptions that develop throughout the program lifecycle.
- Develop strategies, implement plans, and track progress for cost savings initiatives.
- Participate and/or lead projects/teams as assigned. Able to work directly with Technical Team(s) to identify and improve processes, requirements, and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
- Partner with supply chain data analytics to develop metrics and reports that enable visible and comprehensive materials management.
- Monitor activities against department objectives and submit performance reports to management
- Provide timely and accurate Supply Chain updates to Senior Management
- Drive functional performance to meet Corporate Objectives
- May be assigned to special projects, lean initiatives, possibly long-term efforts.
Qualifications:
- Bachelor’s Degree with a minimum of 12 years of prior related experience. Graduate Degree with a minimum of 10 years of prior related experience.
- In lieu of a degree, minimum of 16 years of prior Material Management experience.
- 8 years Material Management experience
Preferred Additional Skills:
- Secret Clearance Preferred
- Bachelors degree in Material Management, Supply Chain Management, Logistics Management, Marketing, Operations Management or Business Management.
- 10 years of experience using MRP systems software.
- Master Production Scheduling experience
- Extensive knowledge, application, and understanding of FAR, MMAS, MAAR-13, and CAS.
- Demonstrated application of advanced supply chain principles and concepts.
- Understanding and basic knowledge of the manufacturing process.
- Strong verbal and written communication skills; must be able to communicate effectively with a wide array of management and professional levels and functions.
- Supply Chain Professional Certification: CPSM, APICS and/or ISM.
- LEAN/Six Sigma Experience; Green Belt preferred.
- PMP
- Experience with CINCOM Control, Agile PLM, PDM, Expo, TrakStar, RIDS, PeopleSoft financial system, and Kinaxis Rapid Response is a plus.
- Able to obtain and maintain a US Government Secret Clearance.
- Combination of one or more of the following directly related to Supply Chain, MM, Material Planning, MRP/MPS, Production Planning, Production Control, Manufacturing Engineering:
- 2 years experience working in the US DOD manufacturing industry in a relevant professional field noted above.
- 2 year project management with proven ability to manage projects and lead cross functional efforts; portfolio of strategy development and execution
- 10 years experience using MRP/ERP systems
- Minimum 8 years experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)
- 2 year project management with proven ability to manage projects and lead cross functional efforts; portfolio of strategy development and execution
- Demonstrated organizational leadership experience in a matrix organization.
