Job Description:

L3Harris Communication Systems segment is seeking a highly motivated, team-oriented Manager, Software Engineering well versed in the design of application software to join an engineering organization that delivers leading edge tactical applications to commercial and Government agencies. This individual will work in a team environment to manage the development of systems that require the design, implementation, and integration of application software solutions for radio and/or other communications products. This Manager will help develop creative solutions for our customer's problems. As a technical and team leader of the staff, the successful candidate will demonstrate initiative in the efficient development of complex systems throughout the product lifecycle. The successful candidate will be expected to possess a thorough understanding of technical challenges including both the development methods as well as enforcing organizational behaviors to ensure quality. Experience with projects built on software frameworks using high-level programming languages such as .NET or Java is expected. The Manager will supervise 3-6 or more direct reports.

The responsibilities and duties of this position include but are not limited to:

  • Provide Project Engineering and Project Management for multiple concurrent software projects
    The activities minimally include project estimation, planning, conducting project kickoff, developing project Software Development Plans, project oversight, project tracking (cost, staffing, schedule), requirements reviews, developing/presenting project monthly reports, staff planning, staff forecasting, project metrics collection/analysis, software releases, software problem tracking and adjudication
  • Assess and establish project status and reporting that align with key project milestones and financial performance
  • Management of the entire product implementation cycle including system/software requirements analysis, high-level and detailed design, implementation, testing, integration, documentation
  • Detailed understanding and knowledge of best practices for application software design, code development processes, release processes and scrum methodology
  • Ability to manage and make trade-offs between product recurring cost, budget, schedule and technical solution
  • Manage staffing allocations against defined engineering resource demands
  • Project planning, including cost, schedule, and resource estimates
  • Support risk management and critical path scheduling standards for projects
  • Functional management of a team of 3-6 software engineers
  • Effective interpersonal skills, ability to convey technical and business matters in a clear and logical manner
  • Organization development to ensure engineering skill sets and resource capacity to meet organization demands
  • Work collaboratively with test, manufacturing, logistics, product and program management as well as external customers as needed to define and execute product development projects and deliver SW application products
  • Support the management and oversight of subcontractors and support strategic sourcing objectives
  • Represent engineering team and projects in senior management meetings
  • Contribute with estimates and technical volume content in Government RFIs and RFPs

Basic Qualifications:

  • Bachelor’s degree in engineering discipline with a minimum 9 years of relevant experience developing and/or managing software engineering solutions (or 7 years of experience with Graduate degree)
  • Experience in managing and working in a process-oriented development environment
  • Strong communication skills, and ability to effectively interact with other groups and managers

Preferred Qualifications:

  • DOD Secret clearance / ability to obtain a DoD Secret clearance
  • Experience with all phases of the software project development life cycle, including software analysis, design, development, testing, and automation tools
  • Familiarity with DevOps, DevSecOps, and Continuous Integration
  • Familiarity with Government defense contracts and acquisition process
  • Experience in Project estimations using Cost Accounting Standards (CAS)
  • Experience with Capability Maturity Model (CMM)/Capability Maturity Model Integration (CMMI) systems and software development processes
  • Project Management Professional (PMP) Certification
  • Experience in Agile development processes
  • Scrum certifications
  • Six Sigma training or strong working knowledge
  • Experience and competency in developing and managing software requirements
  • Experience working with a variety of software technologies, and ability to quickly learn and adapt to new technologies
  • Familiarity in software and systems engineering designs
  • Familiarity with Information Assurance and Risk Management Framework activities
