Job Description:
The Manager, Material Proposal Integration role will lead the development of Supply Chain proposals in support of large, complex proposal captures of strategic importance to the Electronic Warfare Sector. Provides training and collaboration to cross functional supply chain teams throughout the proposal development process. This role reports directly to the Sector Director, Supply Chain – Electronic Warfare.
Essential Functions:
- Oversees the generation, quality and timeliness of Supply Chain proposal submittals and status reporting internally and externally.
- Subject matter expert with comprehensive knowledge of business acquisition, costed bills of material (CBOM) and DOD proposal development.
- Develops business strategies to employ in the proposals that ensure long term business success.
- Operates with expertise and full understanding of product offerings / capabilities across the portfolios.
- Remains current on all program activities to ensure that proposals are accurate, achievable, and are consistent with the financial goals of the Sector.
- Coordinates with Program leadership aligned to ECP and Production proposal activity to ensure buy-in and executability.
- Monitors program activities to ensure compliance with product specifications, performance requirements, schedules and cost commitments.
- Ability to develop broad, cooperative relationships with numerous groups and individuals across functions and teams.
- Performing product cost roll-ups, supporting various quote requests (including basis of estimates and learning curve requests), limited preparation of large bid review packages and performing various briefings to management with regards to financial aspects of programs.
- Support and develop supply chain basis of estimates supporting material (CBOM), labor, and schedule requirements.
- Assist with the development of department budgets and provide monthly variance analyses and modeling.
- Work with functional leads to define and track cost savings metrics and KPIs within the business.
- Excellent interpersonal, written, and verbal communication and presentation skills.
- Strong leadership skills.
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior directly relevant experience. Graduate Degree and a minimum of 7 years of prior related experience
- 5 years as a buyer or subcontract administrator in a DOD / FAR environment
- Demonstrated experience building proposals
Preferred Additional Skills:
- Working knowledge of ERP systems and US Government cost accounting principles desired (Deltek Costpoint a plus)
- Solid working understanding of FAR part 15 including various contract types (FFP / CPIF / T&M)
- Prior Supply Chain IPT Lead and/or Material Cost Accounting Management (CAM) experience utilizing Basis of Estimate (BOE) and Earned Value Management System (EVMS) methodology
- Extensive Supply Chain experience working with Bill of Materials
- Cost /Price Analysis of supplier proposal submittals
- Ability to distill complex financial data and concepts into management level reports
- Possess excellence written and oral communication skills
- Self-starter that can work well both individually and in a matrixed team environment
