Job Title: Program Planning Control Specialist
Job Location: Camden, NJ
Job Description:
The Program Planning Control Specialist position will be initially responsible for the initial development, documentation, certification and maintenance of an integrated Earned Value system. Daily responsibility will include but not limited to overseeing the work, resources, and dollars using program controls tools drawing from advanced understanding of program management methodology, program control principles, and hands-on experience with planning and cost processing software. The primary outputs include but are not limited to externally submitted Performance Management and Cost Management Contract Data Requirements List (CDRL) reports, internal reports and deliverables on multiple projects. The position will support training, mentoring, and coaching CAMs and other program resources regarding Program Controls inputs, processes, in accordance with L3Harris Earned Value Management System (EVMS) processes.
Essential Functions:
- COBRA/ Empower /EV Functions
- Creating/ Maintaining of Rate Tables
- Loading of Resource Loaded Schedules
- Creating User groups/ Access control/ User Accounts
- Basic System Troubleshooting
- Creating/ Maintaining/Updating of Projects
- Creation of Custom Reports in EMPOWER
- Creation of Integrated Program Management Report (IPMR) deliverables (Formats 1-5, 7).
- Creation and Review Variance reports with CAM input
- Creates and maintains program baseline budgets for performance measurement.
- Prepares moderately complex proposal cost estimates and pricing data.
- Provides support for internal and external audits for assigned programs.
- Creation of Integrated Program Management Report (IPMR) deliverables (Formats 6).
- Other duties as assigned by leadership
- MS Project / Scheduling Functions
- Conduct DCMA 14 Point analysis and other related schedule validations.
- Perform and advise CAMs of Schedule Risk Analysis (SRAs).
- Proven track record of working with Control Account Managers (CAMs) and program managers to develop Work Breakdown Structure (WBS) and translating of Statement of Work (SOW) for development of Integrated Master Schedule (IMS) using Microsoft Project.
- Support on-going proposal activities by developing resource loaded IMS in accordance with scheduling policies and best practices/guidelines.
- Baseline IMS upon contract award in accordance with DI-MGMT-81861 and lead monthly forecast updates and critical path analysis.
- Establish time-phased project budgets and Estimates at Completion (EAC) forecasts in earned value management system through direct import from IMS.
- Maintain program budget log and support CAMs in creation of Program Directives (PDs) upon program baseline and issuance of ECP scope changes.
Qualifications:
- Bachelor’s degree in Engineering, Science, Business, Accounting, Finance, or related analytical field.
- Including but not limited to:
- Creating/ Maintaining of rate tables
- Loading of Resource loaded Schedules
- Creating User groups/ Access control/ User Accounts
- Basic Troubleshooting
- Creating/ Maintaining/Updating of Projects

- Creation of Variance reports with CAM input
- Experience with Schedule and analytical tools such as Full Monte, SSI Risky Project
- 4+ year’s prior experience in Program Planning and Controls and EVM on programs requiring government audit or earned value certified programs.
- Expertise in understanding and using Earned Value Management concepts and processes.
- Experience with risk management, financial management, and work breakdown structures, change management, cost estimating, configuration management and system surveillance, operations, and procurement. Familiarity with Defense Federal Acquisition Regulations, ANSI-748-D, EVMIG, and NDIA Intent Guides.
- Must possess strong understanding and technical skill using Microsoft Excel. Experience with an EVM Engine software. Experience with a Scheduling software. Experience with an Accounting System of Record software.
- Experience with COBRA/Empower
- Detail oriented with ability to multi-task and prioritize competing demands in a fast paced environment.
- Effective interpersonal and communication skills.
- Strong knowledge of Microsoft Office applications specifically Excel.
- US citizenship required.
Preferred Additional Skills:
- Experience with contracts such as CPAF, CPFF, T&M, FFP, etc
- Master’s degree in Engineering, Science, Business, Accounting, Finance, or related analytical field
- 4 + years prior experience in Project Scheduling ( MS Project/ Primavera)
- Strong computer skills
- Knowledge of government contracts, funding profiles, sales outlook and variance analysis preferred.
- Ability to obtain Secret security clearance.
- Familiarity with VBA or other programing language is a plus.
- Certifications such as PMP, EVMP or similar
