L3Harris’ DoD SkillBridge/Career Skills Program is connecting transitioning service members to career training opportunities within our organization. We will provide service members with valuable civilian work experience through industry specific training, certifications and on the job experience during their DoD Skillbridge/Career Skills Program to help them ready themselves for their next mission.

L3Harris Corporation is currently seeking a high-energy Program Manager to lead the growth and execution of programs within the Cyber Systems business. The PM will have a unique end-to-end life cycle management opportunity to leverage decades of L3Harris experience in advanced data security and C5ISR solutions to shape next generation solutions with customers, build a portfolio of new business, and own its profitability in execution.

Work scope includes, but is not limited to, developing trusted relationships with internal and external customers, shaping program and system requirements, coordinating with capture resources, strategic IR&D investment, leading the execution of existing programs, and positioning L3Harris to successfully win and execute business in this market. The individual must be able to work across a matrixed organization, influence outcomes, and possess both strong Program Management fundamentals and competitive capture experience. This is a high visibility position, and the candidate can expect regular executive engagement internally and within the customer community.

This position has functional authority for planning, organization, control, documentation, tracking, integration, financial monitoring and completion of customer programs. While working closely with the Business Development, Finance, Operations and Engineering departments, this position may manage proposal efforts from customer requirements definition through concept definition to negotiation and contract award. The successful candidate must be able to create and maintain a collaborative work environment; set goals; give clear direction to the team and provide decisive and constructive feedback; empower individuals to take ownership for their assignments; identify and capture funded program growth in addition to facilitating capture of new opportunities with customers; and demonstrate and insist on ethical and professional behavior in accordance with company values.

Essential Functions and Competencies to be Learned:

Program management of advanced development integration and production efforts including Systems, Software, Electrical & Mechanical Hardware, VHDL and ASIC Engineering development

  • New business capture management and proposal development of follow-on program efforts, ECP change proposals, and adjacent business capture in coordination with the Program Business Area and Business Development team
  • Develop and manage competitive systems and technical solutions aligned with our customer’s needs
  • Develop program business plans including all financial metrics, staffing estimates, program status presentations, support of strategic market analysis, growth plans, competitor assessments, and conduct capability presentations to current and new customers.
  • Primary contact with the customer .
  • Process improvement and cost reduction plans for program execution
  • Responsible for assigned Cyber Programs Financial, Schedule, and Technical performance including all internal and external reporting.
  • Earned Value management (EVM), Cost Performance Reports (CPR) as they relate to the WBS, schedule and cost plans.
  • Strong understanding of Government contracting requirement, such as FAR, ITAR, etc.


  • Bachelor’s Degree in Engineering, Business Administration or related field or equivalent work experience
  • Eligible for DoD Skillbridge/Career Skills Program
  • Active US Government Secret clearance with ability to obtain higher clearance.
  • Excellent computer skills with strong proficiency in Windows interface, Microsoft Office package (Outlook, Excel, Word, PowerPoint, Access).
  • Excellent analytical, project management and organizational skills with keen attention to detail.
  • Strong written and verbal communication and presentation skills. Must be able to Communicate clearly and effectively, and, most importantly, promote collaboration among the team by listening intently to what others are saying, taking time to understand the points being made, asking questions when appropriate, and allowing others to speak without interruption.
  • Exceptional leadership and decision-making skills.

Preferred Qualifications:

  • Experience with design, development, and manufacture of radio frequency (RF), signals intelligence (SIGINT), electronic warfare or offensive cyber systems.
  • Familiarity with intelligence community customers or defense service science and technology organizations (e.g., Army Research Lab, Army C5ISR Center, Naval Information Warfare Center (NIWC)).
  • Project Management Institute (PMI) Program Management Professional (PMP) Certification or working towards certification
