Job Description:

The Program Management Excellence Organization (PMX) for the Space and Airborne Systems (SAS) Segment is seeking a Lead Program Manager to act as a Proposal and Negotiation Subject Matter Expert (SME) within the Offer Management team. The candidate will report to the Director of Program Management and serve as the lead for strategic proposal development and positioning, conduct independent proposal assessments, and coordinate adherence to proposal schedules and submission with the pursuit team. Additionally, the candidate will incorporate offer management initiatives designed to improve the measurement and optimization of work processes during proposal development to establish proposal credibility and support business reviews. Examples include negotiation model, proposal risk assessment, and predictive cost modeling. The individual will also be responsible for all related training, methodologies, and processes and policy compliance.

Essential Functions:

• Subject Matter Expert with comprehensive knowledge of multiple job areas tied to business acquisition and proposal development
• Communicate within and outside of the organization to explain and influence changes to practices, processes, and approaches
• Proficient on assessing competitive proposals in the areas of financial strategy, bid approach/innovations, BOE credibility, and determining what is the price?
• Site-level business acquisition support and driving towards the transition from the proposal offer, through negotiations as an input to program planning upon program award
• Lead the effort to compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
• Support deployment and incorporation of new processes and program management initiatives
• Provide input into new systems and processes and implement operational plans that have measurable impact on business results
• Cross-Functional collaboration and trade studies around Segment tools, processes, and policy related to offer management
• Travel to and/or deliverance of presentations to executive, remote, and unfamiliar audiences
• Develop, validate, maintain, and enhance enterprise-wide methodologies, processes, tools, and policies

Qualifications:

• Bachelors degree with a minimum of 9 years of experience; Or, Masters degree and and 7 years of experience
• Prior lead/leadership experience
• In-depth knowledge of the proposal and program management function, policy, and process in a Department of Defense (DoD) environment
• Ability to develop broad, cooperative relationships with other functions and individuals, even when having no direct authority over them
• Excellent written and verbal communication skills

Preferred Additional Skills:

• Working knowledge of the SAS command media
• Intermediate to advanced computer skills using Microsoft Office Suite of products
• Ability to work in a dynamic, fast-paced environment
• Certified Lean/Six Sigma Green Belt, Black Belt, or Master Black Belt
• Demonstrated experience in independently managing projects through completion with broad, positive impact

In compliance with pay transparency requirements, the salary range for this role is $120,000 - $223,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
