Job Description: The Lead, Program Manager must understand project management processes and have experience leading large projects involving developing technology, development of hardware and manufacturing of hardware to meet customer requirements. Manages and coordinates all development and production activities on assigned projects. Provides leadership and management guidelines for all assigned team members. Demonstrates continuous effort to improve operations, decrease cycle time and streamline work processes, and works cooperatively and jointly to provide quality seamless customer service.
Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of projects assigned. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Essential Functions:
- Participates in the negotiations of contracts and contract changes.
- Creates proposals, business plans, statements of work, specifications, budgets and financial terms/conditions of contracts.
- Standing member of internal and external program teams. Attends team meetings and leads such meetings in Manager’s absence.
- Leads in customer discussions and negotiations to evaluate requirements for deviations, waivers and engineering changes, ensuring adequate internal coordination.
- Prepares of internal and external design and management reviews and their associated documentation.
- Develops and tracks action item lists and distributes to team.
- Maintains master plans and schedules.
- Prepares of financial reporting and other required internal reports.
- Coordinates work of employees assigned to the program from technical, manufacturing, quality and administrative areas.
- Acts as advocate for organizational business decisions and methodologies.
- Maintains a positive work atmosphere by acting and communicating in a manner that is cooperative and supportive of customers, co-workers and managers.
Qualifications:
- A Bachelor’s degree and minimum of 9 years of experience or Graduate degree with a minimum of 7 years of experience with program/project management or comparable experience in lead roles demonstrating project/program management skill sets.
- Demonstrated experience effectively managing risk and opportunities with projects or programs, including cost, quality and schedule.
- Must be able to obtain Secret clearance within the first six months of employment.
Preferred Additional Skills:
- Degree in Project Management, Business Administration, Engineering, or other bachelor's degrees related to Manufacturing Technologies and Processes.
- Experience using Earned Value Management (EVM) to manage projects.
- Previous development management experience
- Previous experience with Development Manufacturing, DOD Contractor or Technical-related department.
- PMP Certification or equivalent desirable.
